A "Brewery District" for Albuquerque?

Recently, State Senator (and Majority Leader) Tim Keller sponsored a Senate "Memorial" (SM81) that a "brewery district" should be created in Albuquerque.

How is a "memorial" (basically a non-binding resolution) going to do anything besides give Keller & Co. some press coverage about how they're "pro-business" ?

What are Keller & Co. going to do to reduce the regulatory burden upon new and existing businesses?

What exactly are Keller & Co. proposing to REPEAL in this session?
